Executive Summary

RBG conducted comprehensive academic, operational, and administrative performance assessments for Inglewood Unified School District to drive system-wide improvement, accountability, and organizational effectiveness.

The Challenge

Inglewood Unified School District faced the need for an independent, objective assessment of its academic performance, administrative operations, and organizational effectiveness under oversight from the Fiscal Crisis and Management Assistance Team (FCMAT).


The district required a rapid but thorough evaluation of performance metrics, management practices, and instructional systems to identify improvement opportunities and strengthen accountability across both academic and administrative functions.

Our Role

RBG was engaged by FCMAT to conduct a comprehensive, system-wide assessment of Inglewood Unified School District, including:

  • Academic performance metrics and instructional effectiveness

  • Curriculum and teacher performance analysis

  • Administrative and headquarters operations review

  • Organizational structure and management practices

  • Governance, oversight, and accountability systems

RBG deployed a focused team of consultants under an accelerated timeline to analyze district data, review performance indicators, and assess both instructional and operational effectiveness across the organization.


In 2015, RBG was again retained by FCMAT to conduct a comprehensive Pupil Achievement and HQ Administrative Assessment, further expanding the scope and depth of the district’s performance review.

The Outcome

RBG delivered a comprehensive, evidence-based assessment that:

  • Identified critical gaps in academic performance and administrative effectiveness

  • Provided clear, prioritized recommendations for instructional improvement

  • Strengthened organizational accountability and governance structures

  • Established a roadmap for improving management effectiveness and student outcomes
