Headquartered in Washington, D.C., we specialize in Turnaround and Restructuring, Financial and Budget Management, Homeland Security, Labor Relations, Change Management, Economic Development Advisory Services, Emergency and Public Safety Planning, Real Estate and Asset Management Services, Document and Records Management, and Education Consulting.

Robert C. Bobb

President & CEO

Robert C. Bobb has over 40 years of executive management experience and a nationwide reputation for helping governments, schools, and businesses achieve financial and operational solutions, greater efficiency, and long-term viability. He is the owner, President, and CEO of The Robert Bobb Group, LLC (RBG), a multi-faceted private/public sector consulting firm specializing in restructuring and turnaround management consulting.

Patrick A. Bobb

Chief Operating Officer

Patrick Bobb is the Chief Operating Officer of The Robert Bobb Group, LLC (“RBG”). He has 12 years of experience in Technology Management, Operations and Security Management, Project Management, Risk Advisory, and Business Administration. In his role as Chief Operating Officer of RBG, Patrick works on a variety of projects for local, state and federal governments. He is skilled in leading consulting teams to assist clients with data management services, compliance auditing, and organizational change management. In addition to client responsibilities, Patrick manages all business intelligence, technology, and operational systems for RBG. He garners his additional skill sets in Human Resource and business development to manage financial and corporate growth activities for RBG. Patrick is a graduate of Georgetown University with a Master of Information Security and Intelligence. He earned certifications from Massachusetts Institute of Technology’s (MIT) Sloan School of Management in Artificial Intelligence Implications for Business Strategy; and received an Identification Certification from the Institute for Intergovernmental Research.

Heather S. Ness

Principal

Heather is a Principal at The Robert Bobb Group, LLC (RBG) and is a DC native. She attended the National Cathedral School prior to attending the University of Pennsylvania and then the University of Virginia. Formerly KPMG, where she enjoyed a 15+ year exemplary tenure, she is also a Certified Information Systems Auditor and Project Management Professional with experience leading large transformation initiatives. At the Robert Bobb Group, Heather focuses on leading the State & Local Management Consulting Advisory Practice, with a focus in turnaround and restructuring efforts, organizational change management, business process re-engineering, and implementation of large-scale program transformation offices. In addition to her client service responsibilities, Heather has been recognized her entire career for being an outstanding national instructor, people management leader, and mentor. Heather is a graduate of Leadership Greater Washington’s Signature class of 2022 and serves on the boards of the National Forum for Black Public Administrators (NFBPA), the Government Financial Officers Association – Washington Metro Area (GFOA-WMA), and the DC Chamber of Commerce.

Sie Lyons

Change Management Specialist

Sie Lyons is an innovative and strategic organizational change management (OCM) professional with over three (3) years of project management experience. Well-versed in project management methodologies, risk management, project planning, communication, quality assurance and control, Sie offers direct experience delivering quality products and services to various government municipalities. Sie has a proven record of developing data-driven dashboards, data analysis, requirements gathering, reporting, business process re-engineering, implementation planning, gap analysis, conducting assessments, strategic problem-solving, and direct client relations. As a Prosci Certified Change Practitioner, she owns her ability to provide OCM support in a fast-paced, mission-oriented environment where attention to detail is critical. Sie demonstrates her capacity to lead organizational transformations of working culture, process improvement, and to develop implemental changes to boost the overall morale of an organization’s talent. Her degrees and certifications include a Prosci Certified Change Management Professional and a bachelor’s degree in communications (North Carolina Central University).

Lawrence A. Bobb

Principal

Lawrence “Tony” Bobb is a Principal with The Robert Bobb Group (RBG) and has over 20 years of expertise in project management, consulting, real estate development, and business development for top industry-leading organizations. Before joining RBG, Tony served in a leadership role at Alvarez and Marsal to monitor US Department of Education grant funding and ‘high-risk designation removal’ consultation for the U.S. Territory Guam. During this engagement, Tony led his team to monitor over $81 million in US Department of Education-funded fixed assets. He implemented operation procedures, accountability standards, leadership, and training; thereby improving fixed asset inventory and warehouse management systems. Previously, Tony was a Project Coordinator for Forest City Residential West, a division of Forest City Enterprises—an $11 billion publicly traded real estate development company. He completed budget and pro-forma analysis, community/political outreach, project management, and market research objectives to develop the Uptown Apartments (Oakland) and Presidio Landmark Apartments (San Francisco). Tony also served as the Business Development Director for the Bay Area World Trade Center (BAWTC). Tony has a degree in Economics/Business from the Virginia Military Institute. He also received a Certification in Real Estate Development from the University of Southern California – Lusk Center for Real Estate Bay Area Ross Program.
